Phases 2 & 3 consultation

Since our plans for Holloway Park were approved in 2022, we have been making great progress delivering on these plans, with the construction of Phase 1, which includes the Women’s Building, 429 homes, and most of the 1.4-acre public park, already underway.

While we have achieved some major milestones with the delivery of Phase 1, recent changes in building regulations, particularly the upcoming requirement for second staircases in all new residential buildings over 18 metres, alongside changing market conditions, have since required that we revisit our plans for Phase 2 and 3, which cover roughly the other half of the site.

We know how important the site is both in terms of its history and its future. Given these implications for the design of Phase 2 and 3 and our commitment to transparent and open engagement, we want to use this as an opportunity to take stock and engage with the local community on our plans for these next phases to ensure we deliver a high quality scheme.

 

Phases 2 & 3 consultation – get involved

Over the past year, Peabody has been working with the local community to update our plans for Phases 2 and 3 of Holloway Park in response to changing building regulations and market conditions.

We would like to thank everyone who has taken part in our consultation so far. This began in December 2024, when we held a ‘Meet the Team’ event to introduce the new design team looking at the next phases of the redevelopment of Holloway Park. Since then, we’ve continued the conversation through a series of events and activities.

In spring 2025, we shared our early design work and approach for Phases 2 and 3 and welcomed over 60 people to two drop-in exhibitions at the Cat & Mouse Library on 3 and 5 April 2025. We also hosted two design workshops focused on shaping the public spaces and landscape at Holloway Park. We are grateful to everyone who took the time to come to one of these events or complete our survey.

Once you’ve read through the exhibition materials, please feel free to complete our online survey to provide your feedback on the updated proposals ahead of our submission of a planning application to Islington Council in early 2026. Following our engagement so far, we have published two reports summarising the feedback we heard – one from the exhibitions and one for the workshops. We have also published a set of FAQs that address key questions raised by the local community.
